The WHO-ECDD will assess the chemical's dependence, abuse risk, and public health impact by 2027, addressing a regulatory gap regarding modern products.

On 10 June 2026, Palau notified the UN Secretary-General under Article 2 of the 1971 Convention, initiating a WHO critical review of nicotine.
